	This change makes NO DIFFERENCE in what you can and can't
listen to.   I REPEAT it makes NO  difference in what you can
and can't listen to.   The list of banned signals REMAINS THE SAME.



	But should you be caught listening to something illegal under
the ECPA (even as innocent as a traffic helo feeding a traffic report to
the radio station) you COULD go to Federal PRISON for FIVE YEARS.
No lighter penalties for a first offense, no lighter penalties because
it was not real spying but just hobby curiousity.
