Quite a bit of radioactive articles go through the mail. [Medical,
photographic, and even natural radiation such as Mexican pottery and good
old Fiestaware. Do a search on nuclear on Ebay and you will see many items
being traded.]  Having fiddled with a geiger counter, I suspect the shield
nuclear material has high gamma radiation but very low beta radiation since
only the highest energy particles will escape the shielding. On the surface,
this sounds easy to detect, but often real life is more complicated.
[Typical geiger counters detect gamma and gamma+beta. If you had a gamma
only probe and a gamma+beta probe getting the same reading, I would suspect
shielded nuclear material.]
