[FedCom] 172.525 / 138.8

I plugged in 138.8 and am getting the repeater very good in suburban San 
Diego, sounds like it's here, no idea who, definitely sounds military, but 
unable to determine from content, other than talk about a commander, and if 
"this is Q". It sounded like that meant the radio was capable of going coded 
or not, or was coded or not. Any idea's? Also- since Border Patrol Digital 
is on 172.5125, Santa Monica Mountains LE put on a PL, I THINK it was 136.5 
or maybe 127.3. Anyone know what it is? What Command and air tacs are they 
using on The San Gabriel fire?
