[FedCom] carriers on used frequencies

I'm noticing that the fedgov seems to be putting what sounds like 
low-powered carriers on numerous frequencies they are using, and by 
searching, have found new digital freqs when I hit these carriers. Some are 
stronger than others and I can hear tweedle-type sounds on just a couple. No 
idea what they are, but they're great for finding frequencies, and jamming 
scanners (their real purpose?).
Also- POTUS in town, digital encryption on YANKEE heard.
New freq found by the carriers- 170.375 R DHS (homo-security).
