I meant to reply to this post days ago...here are some of my observations on frequencies that Ken mentioned and area happenings:

143.600 - 8/14/03 - voice at 2025 hours - "Test, test, test"
163.100 - regular use in the clear - FEMA
165.2375 - last noted 3/03 - lots of law-enforcement related traffic (Customs?) 
169.475 - 8/7/03 - PL 167.9 - voice in the clear and occasional digital - mobile surveillance (FBI?)
169.625 - last noted 6/17/03 - voice - female mentioning New Haven, reception was faint
