[FedCom] IRS freqs

I routinely keep a scanner going which has the ISR 
(Federal Users equivalent to FRS radios which being
under NTIA they are not allowed to use)
frequencies in it and have never heard another unit.

Except of course another unit I was talking to as I have two 
of the IC-4008M's for CAP communications.

There is no encryption option.

It appears that some people are not aware of the frequencies.
