[FedCom] IRS freqs

Last summer and fall I had these ISR freqs in my Icom PCR1K.
There are three federal flood control dams just down river from my home -
all within about 5 miles Sections of them are occasionally closed off and
used by the Marine and Army Reserve units for maneuver training (no heavy
vehicles though). On weekends I would hear very brief one or two word comms
and a lot of mic clicks in response - leading me to believe at the time that
groundpounders & grunts were using these freqs.
