I can't help you with the freq list.
However, regarding the Uniden 250, you can buy it now and the board later if you desire. The installation is simple and is just a slide in from the battery compartment.
The cable to connect it to your pc comes with the unit. I use and like the Butel software which is downloadable from the web. (there is a charge, but worth it in my opinion.
