It depends on the agency / system you are monitoring, Jim. Some agencies
have switched to full time digital mode, while others seem to be
transitioning from analog or DES encryption to P-25 complient digital.

Recently the Federal Protective Servce repeater in my area (417.2000 MHz)=

was running in analog for a while, then digital for some testing, back to=

analog and is not full time digital.

Also, when agencies have switched over to P-25 digital radios, they don't=

seem to consistantly use encryption. Seems like some users aren't using t=
he
SECURE switch all the time, and in the case of Customs on 165.2375, most =
of
the mobile units are encrypted but the base, SECTOR, is still
un-encrypted...
