The Government regularly ignores (Allows) foreign Governments to use their
regularly assigned frequencies.

ie:

Prime Minister of India regularly visits Boston.
462.6250 Mhz 156.7 Hz is the Input to their Repeater that they bring with
them.  The output of this Repeater is 469.6250 Mhz 156.7 Hz

This opens up a Wonderful opportunity to key up three Repeater where One is
GMRS

467.6250 with 462.6250 Out (GMRS)
462.6250 with 469.6250 Out (Foreign Gov
t)
469.6250 with 464.6250 Out (Business Band)
