Could if be Russian fishing fleet.  Every winter we have a Russian
factory ship take up residence in Narragansett Bay and Russian trawlers
and local fisherman bring their catch to the ship for processing.  In the
spring they pull up anchor and head to Providence and pack the deck of
the ship with used American station wagons to take back to Russia.
