i recall hearing what sounded like a russian fishing boat crew about 10
years ago in philadelphia on a u.s. army corps of engineers freq (17x.xxx)
as they apparently navigated the delaware river.
of course, "fishing boat" has long been used by the the russians as a cover
for floating ELSUR and SIGINT platforms ;-)
