You may also find that when federal or military personnel are
supplementing/assisting local/state civilian law enforcement with security
duties that they will be using the local agencies' radio systems with
perhaps some simplex tactical & command center backup on their
(military/federal) frequenices.  HOWEVER, cellphones where feasible have
also been utilized extensively for "sensitive" area security details.
