[FedCom] need mil help

I no longer susbscribe to milcom because I just got to much mail and I don't 
have time. Forgive me for straying into this area once.
I heard a callsign on the NorCal HiAlt ATC freq (296.7) which I normally 
ONLY hear PINION and NASA U-2/TR-1's.
It was HIPNOSE (HYPTNO's?) 69. Does anyone recognize this, or could you ask 
the milcommer's? It was very unusual for the freq and was descending from a 
very high altitude.
