These channels seem very busy, encrypted digital, day & night, so I assume
they are Border Patrol, since they were first to switch to the new system.
I've been trying very hard to find the repeater INPUTS, but being a ways
from the Border with an inside antenna, I'm not having a lot of luck; maybe
someone else in San Diego, or another area that has the same freq in use,
can help. The 2 main channels, which they refer to as SDC-1 and SDC-2, have
inputs, respectively, of 162.975 and 173.4625. Since the Army COE repeater
on 163.5625 has an input of 173.4875, I think 173.4125 and .4375 are
probable inputs also.
162.6125 and 171.5375 are both inputs, but are heard so seldom I can't tell
what to.
The busy ones I'm trying very hard to find inputs for are:
172.5125 R (very busy)
173.425 R
173.450 R
162.7625 I 173.475 R (found it-they're using an LA FBI input)
173.975 R (very busy 24/7 and very close)
170.0625 R (this is the only one with OTAR- new Customs?)

168.875, which used to input 165.975, is now a repeater, part of the SDC

what all Justice traffic will be moving to soon.
The Bureau appears to be using ALL 167 freqs (except those outputs used by
Los Angeles) between .2125 and .7875 EXCEPT, .250 and .750, which are part
of the new federal law enforcement interoperability system, and for whatever
other reason (too far away from my location to hear?)
.275,.300,.625,.650,.675, and .6875. In addition they use 167.150 (strong
repeater),.1375(input). They've taken most 12.5's and some .25's in the 171
range: .175,.2625,.3375 (snatched from USCG),.4375,.5125
(BP),.5375.6125,.6375,.7875,and .800. 5125/5375/800 are inputs.
172.020 is an SDC output,172.050 is used for wires, AND I get a carrier on
172.0375.
163.8375/167.9375 I can't figure out. They have the exact steady tone, sound
paired, and this tone seems almost to be used as a freq block for
scannerists. I'm saying this because I'm noticing steady but weak tones on
channels not in use that I've heard traffic on previously. I believe this is
definitely being done to block something. Either- A. Frequency utilization
by Mexico (possible, but I don't think so, or...) B. To inhibit hobbyists
and/or bad guys from monitoring on scanners (annoying noise,although weak,
is enough to stop a scanner from scanning and block the channel). This is
NEW, since I've been writing about SENECA. I've also noticed tones on some
channels I've suspected are inputs (on and off/intermittently), so they
definitely seem to be trying to block eavesdroppers.
I sometimes wonder if they are using me as their (unpaid) COMSEC officer to
spot any weak spots in their new system. (If so, and one of you is working
for NSA, please contact me, I'm looking for a more interesting job...)

P.S.- Thank you all for all the good info, public and private, and a special
thank you for those who wrote to support me, free speech, and free
expression, whether you agree or not. The support letters outnumbered the
thought police by about 5 to 1, and the FBI seems to be busy going after
REAL threats to national security, instead of people with different ideas.
