[FedCom] NEW DEA repeater??

Hi gang...  I just started searching UHF and found 2 new active frequencies. 
A strong repeater on 415.875 PL 91.5, didn't hear enough to tell what it 
was, and this afternoon I'm hearing Mexican traffic, breaking up (like they 
are hitting a repeater that is for some one else), on 419.000 (which is a 
common DEA repeater in the east), WITH the DEA PL (156.7)!
  I can't believe this is a Mexican station on a DEA freq with a DEA PL.
Anyone else in SoCal hearing this?  Also, for those around New York City and 
other areas where 419.0 is active, what is the normal input?
I've seen both 417.400 and 414.425.
Also- I've heard no traffic on USSS San Diego 165.6875 in at least 6 months. 
Same for IRS on 415.000/418.250 R. The IRS VHF 165.950 keys up constantly, 
but no voice. Where'd everybody go???  Ruff/San Diego
