It's most likely an FCC site survey truck, they were likely hunting 
for someone being naughty. If it is an FCC truck then the boom is a 
bit to long, and they tend to prefer shelters on the back of pickups 
as opposed to cube trucks. The FCC also tends to use broad banded 
antenna's whereas this antenna seems cut for a specific band.

It may also just be a commercial engineering firm doing RF survey 
work for a cell phone company, or FM/TV station. Such vehicles are 
used at sites were you are considering putting up a cell phone tower, 
or similar system. This way you can make sure that the area is fairly 
clear of anything that would interfere with the signals you will be 
using. Notice the height on the antenna...

I have several similar, but lower profile trucks/vans that are used 
for hunting bugs and wiretaps.
