The van looks too big to be the typical FCC 'signal hunters', which need to
be very mobile and relocate quickly. These usually have a series of smaller
antennas (for a Doppler finder).
Is there a proposal to put up a cell tower on the site ?? You can check
this with the city or country siting agency.
Why not walk up to them and just ask? What the worst that can happen ?
It's unlikely that they would shoot you on the spot.
Do you have a general coverage receiver/scanner (or even a frequency counter
with an external antenna)? Just start scanning at the bottom and see if you
hit a VERY strong signal.
Let us know what you find out.
