I never did find out who was doing surveillance on 418.075 PL 136.5. Anyone 
else ever heard this?
Also digital comms on 165.6625. I only show that as FEMA.
173.7875 is normally a Justice assignment.
Any idea who would be on 406.8 ?
   I don't remember if I submitted this, but the Justice channels with one 
input and anywhere from 3 to 10 outputs are called WIDE AREA NET ( ). 
Traffic overheard on one Border Patrol net referred to it
as WIDE AREA NET 4.  There are at least 5 WAN's, in addition to the numerous 
one input/one output repeaters. All digital. Still would like to know what 
is 172.400. Almost certainly Border Patrol, with really heavy traffic 24/7.
