The PL tone is known to be in use by the U.S. Marshals Service, the U.S.
Postal Service, and the Federal Aviation Administration. Of these
candidates, I'd put my money on the Marshals. Did it sound like a
stake-out of a fugitive?
However, this frequency and 418.1 is frequently used here in Dallas by
the IRS Criminal Investigation Division. This is who I'm guessing it is.
In Dallas, these units refer to each other by their first names only,
never use last names, and never use numbers. They also never refer to a
base unit, even though they are obviously using a repeater.

Ihave this as FEMA as well. Digital is possibility now with the Homeland
Security fad so popular.
