166.700 should be WHCA QUEBEC; usually MARINE-1 talking to ground Secret 
Service agents. 166.825 here is a new Justice/FBI repeater input. 167.300 is 
also Justice/FBI/Homeland Security, as is 169.9, which is also a Customs 
ALLIANCE repeater freq in areas where 169.450 is not used. Ruff
