[FedCom] 167.4375-???

Folks,
I am trying to put an ID on a freq I am picking up. I am about 40 miles
south of Washington DC and am picking up 167.4375 with apparent =
encrypted
comms. A quick net search reveals that this is likely FBI.

Would anybody have any other input on this freq? I would like to be able =
to
put a good ID to it but know it will be impossible through listening to =
it.=20
