WOW is this list is about federal radio monitoring or something else!!!

Frankly any true scannerist doing ANY "On Scene"  (e.g. military/civilian
airports, railyards, ship watching, etc.)
monitoring could easily fit into the "suspicious" and reportable crowd.

The major difference as I see it (and have personal experience) is that the
hobbyist is going to stick around until law enforcement arrives (even after
he monitors the dispatch (really
didn't think I looked THAT suspicious!!!, but of course note pad,
binoculars, digital camera, & scanner -- just about pushes the profile into
high gear!!!)) -- The down side is they are going to run you & your vehicle
though the various law enforcement data banks & in many cases are going to
ask you to leave the area.  Not sure how many  law enforcement computer
"hits" get you a visit from the guys with the dark crown vics!!!

IMHO Any terrorist,  gathering information is most likely going to be in /
out of the area fairly quickly -- How much follow-up do you think law
enforcement does on the ones that got away?????
