[FedCom] What County/State?

Let me try this again.

I heard the FBI in the clear on 167.7375 with a 167.9 PL while I was driving 
on the Tappan Zee Bridge in Rockland County, New York. It was coming in very 
low.
Does anyone know what State or County the transmitter/frequency is located 
in?
