ISR is 'INTRA SQUAD RADIO'  -- short range battlefield comm for squad
leaders to communicate with their squad members.  Give each squad a
different frequency and they have good very short range comm that if used
properly would not give away much to the enemy.

I've seen it posted as "INTER", but I don't think it was designed for squads
to talk with each other - that would be the function of a Platoon or Company
level net.
