Just as DES is a digital format and thus doesn't use PL, neither does P-25. PL and digital are two separate things that are not used together. All the signalling that is needed is imbedded into a digital signal. 

P-25 uses CAI or (common air interface). It's basically a carrier digitally modulated on four different levels. This is the standard now over IMBE digital systems.
