[FedCom] 414.275 In NE, New P25

Any  idea who owns 414.275 MHz here in New England? Postal Inspec? Heard
this active the other day, but the signal was weak. At first I thought
it was just another DVP/DES signal, but when I heard the characteristic
"buzz" on the tail end of transmissions I knew it was P25 mode. I
quickly plugged this in to my BC250 and with a bit of tweaking the Voice
Qual, I got clear audio, NOT ENC,,.  These guys werent too talkative, it
seemed to be some type of surveillance op w/ one guy tracking the
movement of a vehicle.
