[FedCom] Northern New Jersey area

Heard in the clear two times in a week on 169.625 mhz RPT with 167.9 PL, 
northern New Jersey area. A mobile unit was trying to raise a NJSP unit on 
one date to report an accident on I 80 and trying to raise a local PD on 
another date to report another traffic incident.

Does anyone know what this frequency is specifically utilized for?    and
What is the channel designation in the NJ area?
