Well Checking the CAP website and CAPR 100-1 chapter 8, some modification of
the below should be noted

COMMENT: Used for Ground to Air / Air to Ground per regulation

COMMENT: 148.15 & 148.125 have been used simplex in MA Wing by aircraft
communicating also directly with ground team & mission bases.

Packet digital radio can also be employed on 149.895 & 149.925

Also CAP is authorized in the aero band to operate on: 121.6/121.775
(practice emergeny beacons), 122.9/123.1 (multicom)

Regarding ISR, I guess with CAP it probably was more of a budget matter
since if I remember correctly the GSA Schedule has the equipment listed at
about $85.00 each vs more expensive (& more powerful VHF) portables. I'd
just be interested to see what really transpires with their operational
utilization of these freqs. I'd assume that using it at the mission base
(and convoy enroute to search scene comms) would release the VHF freqs for
more long range & direct mission support & eliminate interference from
support vs direct mission operations. Wondering if CAP is also going to use
this equipment with their ground search teams & how that will interface ...
I'd guess that there's going to be someone also with a VHF portable/mobile
that can relay info, either from a fairly fix mobile or moving portable
operations. I've yet to hear anyone on the frequencies below. In fact I
think there has only been one hobbyists (on the MILCOM) list that has ever
heard any comms on these freqs.

Regarding FRS use -- the Air Force Regulation still allows the purchase and
use of FRS & other part 15 devices. When one can buy a gmrs/frs combo
without CTCSS for $10.00, that's quite an incentive to use these for
administrative support ops and lieu of base VHF/UHF radio nets.
