          No. I'm hearing the carriers & tones on a digital P-25 scanner.  
On most of the frequencies farther away it just sounds like a carrier. But 
on certain freqs that have a stronger signal I can hear a tone, which sounds 
like the same tone. I get the carrier on freqs I know to be active, and when 
I put in ones I didn't know about I find new active channels. But it's not 
ALL freqs in use, it seems to be about 75% though. A good example for 
someone in North San Diego or Orange County is 165.875 (carrier, used to be 
BP ASU channel, and 165.8875, which has a strong tone, and is a Wide Area 
Net repeater. A friend that is a radio tech said something to the effect of 
it having something to do with the receivers differenciating between analog 
and digital signals. (way out of my limited knowledge), but he seemed to 
know exactly what I was talking about.
