[FedCom] Mystery Channel in Rhode Island

I have been picking up an odd transmission on 172.325MHz from my monitoring location in the Newport, RI.  When the frequency is keyed up, it transmits what appears to be just an open carrier.  A status indicator similar to http://www.kb9ukd.com/digital/mdc1200.wav sounds just before the frequency is unkeyed.  I noticed it last night fairly active around 0330UTC.  Any clue as to what this frequency might be?
