[FedCom] Mystery Channel in Rhode Island

For the past several days....the repeater for Cape Cod has been acting
up.
Unusual key - ups on 167.6625 (on tone)...tried searching for other
repeaters , but came up blank....Maybe trouble with the phone lines!!!!!

There is an FBI repeater over the line in Southeastern Massachusetts
that
you may be hearing.  It often keys up with dead carriers, noise, and
clicks
(although I don't recall hearing it down-key with a digital burst).  If
you
have CTCSS capability, the PL will be the standard 167.9 Hz.  

Not sure if this is it, but it is definately within ear-shot of your
QTH.

I have been picking up an odd transmission on 172.325MHz from my
monitoring
location in the Newport, RI.  When the frequency is keyed up, it
transmits
what appears to be just an open carrier.  A status indicator similar to
http://www.kb9ukd.com/digital/mdc1200.wav sounds just before the
frequency
is unkeyed.  I noticed it last night fairly active around 0330UTC.  Any
clue as to what this frequency might be?
