Jon, most of the digital users in the Portland / Vancouver area appear to be
the feds, aside from the UPRR trunked system. I haven't run across any city,
county or state agency in the area using digital yet, but that might change.
But, the biggest changes appear to be in the federal bands, as more and more
agencies seem to be buying new radios with ASTRO digital capabilities...
