while federal body wire transmitters are often in the federal VHF or UHF 
bands, the feds don't need a license to use any frequency they want.

some newer body wire transmitters are APCO25-compliant, and are available 
with encryption.  some have optional internal recording (to SD memory card) 
of all transmitted audio.  a "break wire" alert option allows the wearer to 
discreetly transmit a special tone to summon help.

most federal phone taps are now CALEA-compliant, meaning they're done with 
direct remote gov't access to the telco's CO switch.  (no more annoying 
delays caused by having to show wiretap warrants to the phone company...)
