    Question:  Why should federal taxpayers pay California to guard the Golden
Gate Bridge, a state responsibility?   Since guarding the bridge is apparantly a
new effort, the implication is previously it was not guarded.  Perhaps the state
of California will divert some of the high bridge toll to pay for apparantly a
previous lack of security.  Instead of whining about taxpayers in the other 49
states not paying California to do what it should have been doing, raise the
bridge toll to pay for the additional expense.
