Everything is a question of degree:  It wasn't unguarded before and it isn't
completely guarded now.  The Golden Gate bridge is not just some California
bridge, it is of national interest.  We are not just a bunch of states, we
are a country.  There are legitimate questions regarding distribution of
existing and future funds allocated for this war we are in.
