Isn't that magazine a "2600-like" magazine?  I would take that with a
grain of salt.

I think a better explanation is with all of the RF in use during a
POTUS visit (remember, it's not just USSS VHF frequencies in use)
perhaps GPS signals see interference rather than a deliberate attempt
to jam GPS signals.
