[FedCom] New Fed P25 sys: FBI? DPL?

For the past wk or so, directly following the DNC convention, we have
been hearing some strange new activity on several Fed freqs from our
home in southern NH:
163.675 MHz DPL 043
163.750 DPL 023
163.775 DPL 071
165.7375 DPL 023
These all seem to be linked repeater outputs. Except for the 165 Mhz
freq, I would say they are merely new narrowband FBI CHs. Until today,
most all that Ive heard on these freqs was the repeaters self keying due
to severe interference from paging and FM Broadcast signals. Sometimes
when the repaters key up there is the telltale buzz that indicated it
was a P25 signal, but other times its an analog carrier, BUT w/ a DPL of
023. The DPL has been confirmed on two radios here, and by a friend.But
Ive also just noticed the DPLs are different for each freq.
The 163.750 MHz tx is likely here in NH as at a location 25mi W the
signal is V strong. Possibly Windham, NH.
Today we finally heard couple of radio techs playing w/ the system. Some
of this was P25, both clear and Enc, and some analong, and again in DPL
023,,. The techs were refering to themsleves as "Team F", and themselves
or the system as "FNC"(I think). They also talked to a dispatcher that
IDd as "Central", which sounds like classic FBI.
