Correct, 'all' mail is being checked, not just military. So it is being said -

I thought he meant all email period is going through Fort Meade (NSA).

No, it wouldn't surprise me at if ALL military installations did this.
 My company does this.  I have no problems with it.  I signed a piece
of paper my first saying I understood this.
