FWIW, I read sometime back that a major project was
under way to overhaul/update Presidential
Communications capabilities.  It occurs to me it was
called the "Pioneer Project" or "Project
Pioneer"...don't recall which nor, at the moment,
where I saw it.

Pehaps these "new" antennas/systems are prt of that
effort.
