You can use the www.landings.com database to find government aircraft. 
It is just the FAA database, but the landings.com search engine is much 
better than what the FAA provides. For owner, look for "United States" 
with the wildcard option. [Doh!] I have a few photos of federal planes 
(DOE) on this page:

Regarding charters, other than finding the request for quote in the 
Federal Register, just about any plane could be used by the feds. Now if 
it lands routinely at a military base, they need to get on the "CALP".
