I wonder if "Department of the Interior" isn't their translation for
"Ministry of the Interior?"  There's a big difference; the latter would
be the national police.  It was U.S.-provided, digitally encrypted
police comms systems that helped stop the Montoneros and other guerrilla
groups in South and Central America in their tracks during the '70's and
'80's.

Why in the H   is US taxpayer's dollars being spent (i.e., read wasted)

a radio system for Guatamala?  Let Guatamala buy their owned radio
system. If they don't have the money then borrow it from the World Bank.
Whomever is responsible for this authorization of wasting US taxpayer's
money should be fired!
