   I've noticed alot of FBI useage of (what used to be an anyone-can-use-it 
mobile itinerant frequency) 168.350 all over the US now. 163.100 used to be 
in the D-channel block of the FBI nationwide mobile radios (I forget which 
channel, I'm at work and can't look) but maybe D8?
It is the DOE/FBI common, used in conjunction with the NEST teams. This 
would be logical since 171.200 is a primary NEST frequency, usually a 
portable repeater with various inputs, here it was
172.550. I suspect there was a geiger counter (if not more elaborate 
equiptment) at all gates, 163.100 was DOE to FBI, and 171.2 was NEST 
internal. There are numerous other freqs that they can hijack in the 164 and 
167 area. During exercises 171.2 (which may be A1 or 2) was used in 
conjunction with 173.000 and 171.950. One of those was A3, but I don't have 
the list.
(and FYI these freqs have been listed, posted, and published for years). 
They (NEST)also have their own VHF and UHF (callsign "FLYNEST") freqs that 
were probably in use also.  165.9125 and 173.8875 are ATF (or whatever 
they're called now) direct channels. The 170's are all FBI assignments (or 
Justice Dept, to be more specific, since 170.750 is also used by the Border 
Patrol).
