Things may have changes since I was involved in such things, but so far as
I know candidates do not receive Secret Service protection until at least 3
months before the general election. Applies to major candidates (formal
finding by the Secretary of the Treasury) and also applies to spouses.
Senators and Congressmen do have their own protection. The United States
Capitol Police Department is responsible for protecting members of Congress
and their families. Exactly how that agency determines who gets what level
of protection, I do not know; I would expect those members who are
campaigning in New Hampshire are accompanied by members of the U.S. Capitol
Police.
