I hope your question has been answered on the carolina scanner group.  The 
Uwharrie, Croatan, Pisgah, and Nantahala NF's are all adminitered from a common 
office in Asheville.  Some Pisgah districts, the Uwharrie, and Croatan, all 
share 168.725, which is used as both a simplex and a repeater out.
The Clingman site referred to by your monitored unit is the Clingman's Peak 
adjacent to Mt Mitchell, not the Clingman's Dome which is the primary site for 
the Great Smoky Mountains National Park.  Several other agencies have 
transmitters at that site.
FS units id'ing with 53xx numbers are usually law enforcement officers.
The other repeater outs for the Pisgah and Nantahala are 171.475 and 171.550.
May I add that all FS VHF transmission is now in narrow band FM.
