It really has nothing to do with fedcom. Basically, the article goes 
into detail on how to handle classified documents. The only thing I 
found interesting was that US registered mail is OK for top secret 
papers. Other than that, it was quite routine stuff. I wouldn't bother 
to download it if it is a big deal for you. More interesting and 
relevant to scanning are declassified Tempest documents. You can google 
around and find them. I found the building construction techniques for 
secret conversations pretty interesting. I don't have the links handy. 
Bamford's "Body of Secrets" goes into Tempest a bit, though the 
information is really old.
