I asked that question, also. I believe the INOP frequencies can be used as
digital (APCO 25) or in the analog mode. I know that really does not answer
your question. In this area, for example, only our state police will
eventually be migrating to digital (they have been migrating since 2001?).
Anyway, all county, city and township entities are operating in the analog
mode (some still VHF-low band) and will not be using digital equipment for a
few years. So, logically, I would have to conclude that if the INOP
frequencies (VHF/UHF) are being used here, they would have to be in the
analog mode or the whole effort would be moot. If someone is actually
hearing communications on these frequencies, that would be a better reality
test and answer both our questions. The PL is 167.9.

NH these are being programed into all Fire and Police radios. Time will
tell
when they will be used.
