[FedCom] Unknown Frequencies in Hudson Valley are on NY

While driving through Hudson Valley area of New York (I 84 & I 87) recently, 
I monitored a number of unknown frequencies. Can anyone help me with the users 
for the following:


168.175    DES    
166.825    DES    
168.475    DIG    
168.300    DIG        (not FBI, who is analog in NYC)
169.7625    DIG
