[FedCom] federal law enforcement on VHF in Detroit

Hi everyone.  I just was doing a search on my scanner  a while ago and found
some stuff that appeared to be the FBI in Detroit.  This was from the
162-174 MHz band, and up until now I haven't heard a word on that band.
Some of the stuff was encrypted and then someone was instructed to switch
from encrypted to clear and someone was being followed.  What have other
people in the area heard on this band?  For a long time I even had
frequencies from  a list programmed in, and heard nothing.
