Clear voice surveillance ops of  comings and goings from the port are pretty
common in this area. I'd say Customs traffic is about 50% encrypted. Border
Patrol in this area (training comms) is clear voice.

It is interesting that despite all the secure modes of communications that
federal agencies have at their disposal, you still hear these clear
survellances every once in a while. That's what makes this fun!
